Laptop batteries-------------------?

Why is it when I plug my laptop into an outlet it sometimes says not charging. I just bought this battery a few months ago so I don't think it's the battery, could it be the charger? Which would use less electricity, leaving my laptop plugged into the wall when I'm using it or recharging the battery every time it needs it and running my laptop on the battery? Sources?
