Is this normal for my cars AC?

It is not possible to properly charge an A/C at home. I am afraid it is overcharged - the refrigerant redistributes itself during operation, accounting for the odd behavior during startup. If run while overcharged the compressor may be damaged by slugs of liquid. It's up to you, but I recommend getting it to an A/C professional while the compressor still works.
