How long should I wait for my date to show up? She text messaged that she hit a traffic jam.?

This is our second date and she lives 90 minutes away. I checked google maps and there is a 4 mile stretch of interstate that is 'red'. My cell phone went dead while I was waiting for her at a bar. Should I run home, 20 minutes away and recharge the phone?
