Can a power surge fry a rechargeable battery when it's on the charger?

We recently had a power failure due to a storm. I was not home when the power came back on. My Roomba vacuum cleaner was on the charger and fully charged before the storm. Since the power failure, it has lost it's charge and will not recharge.
